at face value: because he was handsome, because he was outgoing, because he was fun to be around, because he had an open (or seemingly open) personality, and because he seemed to like Marianne (who clearly took a fancy to him). In short, here was an attractive man who seemed to like them, and even Elinor is attracted to him.

Sir John doesn't seem to know much about Willoughby's character, though he knows of no specific evils. And Mrs Dashwood trusts to appearances enough not to check into Willoughby's background -- his history in either Somersetshire or London might be useful here.
