I don't see the brown mare as being Queen Mab because of the following passage from chapter 12 Willoughby had given her a horse, one that he had bred himself on his estate in Somersetshire, and which was exactly calculated to carry a woman.

To me that's saying he has even more horses at home in Somersetshire than he brought with him to Devonshire. He has enough that he breeds them and is looking to breed them specifically to get women to go out riding with him!

The brown horse could actually be his hunter that was mentioned.
