The way it is phrased (16 feet square) indicates that the rooms are square with a dimension of 16 feet by 16 feet. That is an appropriate description. A room that is 4 feet square (square with a dimension of 4 feet by 4 feet) would be 16 square feet. The sequence of the words, feet square versus square feet, makes a world of difference.
