The Colonel (bless his heart) is too much of a gent to say so, but I'm certain that wanting to protect Eliza as much as possible is one of his motives in not crying from the rooftops what a dissipated libertine Willoughby is.

This is why W feels so safe in saying nasty things about Col. B behind his back (the coward), because he knows that even if Col B. finds out about him and Eliza (assuming that he eventually finds out who her nonofficial guardian is), that it will be kept hush-hush.
