enjoying being mean to Elinor about Edward.

I am not disputing that at all.

It's the word 'persecution' which I feel is too strong a word for Lucy's *pettiness*.

That's how *I* see Lucy. A petty person with her small thoughts and small actions. Receiving more pleasure from her petty behaviour than 'persecuting' Elinor.
