]I also agree on Robbin's point if Willoughby thought Mr Palmer was at Cleveland he wouldn't have come. Imagine his quick retreat if he's run into Col. Brandon.

Yes, good point Mandy and Robbin. Willoughbby does have a habit of preying upon young ladies with little or no male protection. How many fatherless females does he pursue in the novel? Forcing his explanations on Elinor while Mr. Palmer is away from Cleveland is in keeping with Willoughby's typical modus operandi.
