Yes, Lucy did want Elinor to think that her confidence in Edward's affections was unshakeable, but I don't think Elinor believed her. :-) As you pointed out, Elinor doesn't have any doubts that Edward will keep his committment to Lucy, but this is not due to his affections for Lucy, but due to his honor as a gentleman. He's the kind of man that keeps his promises.
