It does say that during the Regency people started wearing finer jewellery, so perhaps they could sell it off as it was out of fashion, and also, since semi precious stones were also in fashion it would be cheaper and no problem to be without the precious stones in the old fashioned jewellery.

I would think that since Mrs. Dashwood mentions *building*, she probably needs money for that.
