Lucy uses this provoking line to take revenge on Marieanne whom she dislikes.
She is spitefully referrring to Willoughby's jilting of Marieanne.

By this line, JA brings Lucy Steele lower in the reader's estimation.

you are correct that a chariot is a type of carriage. I think JA refers to 'Mrs Jenning's chariot'.

I've been looking for a picture but can't find one, sorry.
I think it was a type of chaise, associated with well off genteel people.

JA is usually very particular about carriages- I think the Palmers have a barouche.
