Of course John is hypocritical! The entire passage throws him into the most ridiculous light possible. He seems to be the only one who actually expects him to do something for his sisters (surely Elinor and Marianne don't expect it at this point). He's merely looking for a way to justify his negligence to himself.

I'm sure Fanny would be very happy to see how far he's come from the beginning of the book, when he needed her prodding to get himself out of obligation to his family! ;)
