I'm inclined to take Colonel Brandon at his word: "... we met by appointment, he to defend, I to punish his conduct."

According to the Wikipedia (see teri-mc's "linkage" post above), there were many variations in the protocol, but it was mostly the challenger's prerogative to declare himself satisfied. So I think it's likely that Willoughby came away disgraced - but only within the small group who knew about a meeting that never got abroad!
