Are you new?

A quick check reveals people of JA's time had different lavender recipes for different purposes.
Martha Lloyd had a recipt for English Lavender Water receipt.
Likely, Marieanne did take lavender drops orally.

(In NA, we hear Miss Tilney rubbed lavender oil on her temples) to relax her.

I'm not sure if lavender was used as a tea at this time,, but I believe the English have used herb teas for centuries.
