I truly believe that Lucy contrived the meeting. And it seems she is cooking up a new scheme in chapter 24 when she asks Elinor if she is going to be in town during the winter:

"Shall you be in town this winter, Miss Dashwood?" said she with all her accustomary complacency.

"Certainly not."

"I am sorry for that," returned the other, while her eyes brightened at the information, "it would have gave me such pleasure to meet you there! But I dare say you will go for all that. To be sure, your brother and sister will ask you to come to them."

"It will not be in my power to accept their invitation if they do."

"How unlucky that is! I had quite depended upon meeting you there. Anne and me are to go the latter end of January to some relations who have been wanting us to visit them these several years! But I only go for the sake of seeing Edward. He will be there in February; otherwise London would have no charms for me, I have not spirits for it."

Lucy's fishing; she wants to know if Elinor is going to be staying at her brother's house in London, where she could run into Edward. Lucy's worried that if Elinor spends time with Edward, she (Lucy) might lose control of the situation. IMO, Lucy has suspected for some time that Elinor will be in London during the winter, which is why she has already made arrangements to visit her relations there -- relations that she could have visited before now, as they have been wanting her and Anne to come to them for several years. Why now, all of the sudden, does Lucy decide to finally take them up on their invitation? Obviously she's worried about Edward's feelings for Elinor.

IMO, the fact that Lucy is planning this winter trip to London supports the theory that Lucy contrived the trip to Exeter as a means to end up in Barton (and coyly confront Elinor).
