I always assumed he was a Tory Written by Jan (10/4/2006 2:17 p.m.) in consequence of the missive, Mr Palmer and Politics, penned by Pennie

as Willoughby is described as being 'in the opposition' and the Tories were in government.

I have all sorts of theories about what contemporary readers would have read into this information JA gives us but this isn't the forum to discuss political conjectures, even in retrospect.
