Are you new?

This is in one of the later chapters this week, I think, but I am wondering what Filigree is. I thought at first it might be something like crochet, but then Elinor says that she can help by rolling. Is this a paperwork, like what we would call quilling today? Long narrow pieces of paper are rolled up, and pinched into shapes to make pictures. But I cannot picture how you would make a basket out of this type of arrangement.
