How are they right? I'm afraid I don't understand that part of your post?

Willoughby is unfairly criticizing Colonel Brandon here, but I don't think it's necessarily a reference to his flannel jacket. We are told that the weather is very cool and it had been raining for weeks.

Elinor is also afraid of being cold and wet all day ("She was prepared to be wet through, fatigued, and frightened;") but is not criticized for it. She wouldn't have said anything about her feelings, but Brandon doesn't say anything to indicate that he has similar worries either. Their comment against him is pure prejudice and based on nothing but conjecture.

Interesting that Willoughby jumps to the conclusion that a man who wanted to get out of something might write a letter that is not entirely truthful and pretend it was from someone else...
