Since I think JA would have mentioned if they were near the sea.

From the dictionary definition, a party can mean:
* A social gathering especially for pleasure or amusement: a cocktail party.
* A group of people who have gathered to participate in an activity.

So singing and dancing are not required for a party on a boat.

I've always visualised it as mucking around on a lake or a river with rowboats, since I don't think that there are any lakes in Devonshire large enough to really sail on. People would talk, sing songs maybe, perhaps carry along a picnic hamper.
