I don't think that JA is "practically gushing" here, I think she *is* gushing. This is one of the most vibrant and descriptive passages I think we ever read about a person in one of the novels, and it certainly juxtaposes Willoughby with poor Colonel Brandon. (And I wonder what might have happened if the Colonel had been on that hill rather than Willoughby.) JA is setting up Willoughby to be the ideal suitor for Marianne, both in her eyes and her family's.
