... that most young ladies were not properly Out at 15 (near Barton anyway!), and were therefore too young at this point to join in all the entertainments laid on by Sir John? They were hungry to join in, but not allowed.

I'm not sure now!

I think it's the word 'suffering' that makes me think this. She's suffering from being desperate to join in but can't as her parents are more responsible than Mrs Bennet ;-) We know Lydia was only 15 and considered young to be out.
