The Norland estate has an income of £4000 per year. John's mother's fortune gave them enough money to live well even without the extra £4000 Plus Fanny had money she brought to the marriage as well.

They were thinking of giving a one time present of £3000--- or £1000 to each of the girls. He would continue to earn £4000 every year after that.
