I think they are both the same thing.
He doesn't possess it now, because it *slipped through his fingers*, which I take to mean, he lost it somehow - perhaps inheritance complications or lost as a result of gambling etc.

New Rooms, as explained by Julie in the post below are the 'assembly rooms'.
