you will find a thread that evolves into a partial answer to your first question here. There is some interesting information and good answers in a couple of the postings around there, about your first question.
In reference to London newspapers being read in other districts, I expect that yes, they would be, but with early 19th century transporation being what it was, it was at least several days behind the actual news. I think that Mrs. B is just blaming her brother to save face. She and Lydia pretty much push me over the edge in these chapters...!
