To me, wishywashiness means being firm to start with, then retracting what you said because it's easier or more convenient. I agree that you could see it as wishywashy when Mr. Bennet lets Lydia go to Brighton after putting his foot down against taking the whole family, but in general I don't see him being firm enough about *anything* in the first place to say that he retracted it later! ;-(
I'm convinced that Mr. Bennet's comment about Wickham being his favourite SIL is sarcasm (or irony, if you prefer) at its finest!
