My guess as to why the rule about no dancing during card assemblies was in operation in Ramsgate is that Mr Le Bas, the Master of Cermnoies at Ramsgate was also the Master of Cermonies at Margate.

The assembly room there, if we can judge form its Rules and Orders for Admissions, was a much larger set of rooms, used to a large company. It held balls on Mondays and Thursdays ( Ramsgate held them on Tuesdays) and I think the rule re no dancing on other nights was enforced because Mr Le Bas was not present all the time at Ramsgate: it would appear that he was based in Margate,and therefore would not be able to oversee the assembly rooms at Ramsgate exclusively but had duties to perform on other nights at Margate.

And as to the rule re card packs, this was cleary a way to boost the profits of the M.C. and the owners of the rooms ;-).You could not bring your own( or use discarded packs) and had to buy them from the Rooms. Probably more importantly, it was a sort of quality control : it was also a way, I suppose, of preventing marked cards being used by cheats and causing trouble.
