We know that Mr Collins only planned to marry one of the Bennet daughters if they were as beautiful and amiable as they were reported, and we also know that Charlotte is not beautiful, however amiable she may be. For this reason, and the lines I quoted above, I think Mr Collins offered for Charlotte as a result of his pride being hurt by Elizabeth's rejection.
