and Mr Bennet doesn't seem all that interested in getting involved in the ins and outs of his daughters' love lives. I am inlcined to think, as you suppose, that Elizabeth is in the situation where it would be indelicate to pre-empt the proposal, and the proposal to her would have to be made before applying to Mr Bennet, so there is no point trying to involve him.
