I supplied my supporting evidence on the Austenations Board. As I stated on the Austenations Board, Mr Knightley didn't dance at the Crown Ball until he decided to rescue Harriet after Mr Elton's cruelties.

And Emma was surprised by his action in dancing with Harriet. Delighted but surprised.

Mr Knightley comes across as a very honourable, courteous man, and I can't believe that Emma would be surprised by him merely acting in accordance with basic courtesy.

As for how dances could happen without the men being obliged to ask women could dance - some men could attend a ball and willingly ask women to dance - either because they enjoyed the company of a particular lady or because they enjoyed the activity for its own sake. If you wish to come and visit me in New Zealand on a weekend I can take you to several nightclubs where men dance, and I assure you that they are not doing so under order by etiquette books.
