I agree, it is not enough for Mr Bennet to recognize Kitty and Lydia as silly. As their father, discipline of the silly behaviour he is so sensible of is his responsility.
Mr Bennet is more ready to tease, mock or humour than to intervene.
I think Mr Bennet could do better. He has a sharp wit and his humour is enjoyable; traits which I suspect make readers too often ready to forgive his faults, in contrast to Mrs Bennet.
