Are you new?

the cough has two purposes. One is to reinforce what a nitwit Mrs Bennet is (Kitty is, perhaps, intentionally coughing just to annoy her?) and the second is simply to introduce the character of Kitty. I see the cough as a literary device, with no deeper significance.
