Are you new?

meaning that Mrs. Bennet is more clever than Mrs. Lucas. Mrs. Bennet, who in my opinion, is the type of lady who wants to have the last say in a conversation and is a bit of a know it all. She would find someone that isn't as clever as herself very valuable (as long as that person believed that Mrs. Bennet had all the right answers).

So I guess I am reading it differently - please correct me if I am not understanding it right. But I think that JA is saying that because Mrs. Lucas wasn't very clever that she became a valuable neighbor to Mrs. Bennet.
