See Mr Knightley at the Crown Ball in _Emma_ and Emma's and Harriet's reactions to him not dancing and then dancing (any further discussion should go to Austenations or the Emma board).

Plus, the comment on Mr Bingley's virtues at the Meryton ball includes he danced every dance implies that this was a positive virtue, not merely obeying minimum standards of courtesy.

Consider if it was the rule that a gentleman had to ask any unengaged lady to dance. I am now having visions of some poor unfit gentleman, about to drop dead from exhaustion, but still obliged to ask yet another lady!
