Are you new?

Seeing as how a lady was not supposed to accept a gentleman's offer to dance if she had already declined another offer for that same dance, what were the expectations of the gentlemen?

If there were ladies unengaged for a particular dance, was a gentleman (who wasn't already dancing) expected to ask one of them to dance?
