... for one of two reasons - she's already promised this dance to another, or that she doesn't intend to dance this dance (see Catherine Morland in _NA_). If she chose the second option, my understanding is that she couldn't then accept another man for the dance in question.
Basically, you couldn't make it clear that you were refusing a man because you didn't want to dance with *him*. This rule could be very useful if that man unexpectedly suddenly became much more acceptable - say by inheriting a large fortune.
