Are you new?

From what you say, the higher tax rate was imposed upon "pleasure horses kept for amusement". If the primary reason for keeping the horses was to work on the farm, and your and LauraG's posts below imply that was very important work, then the horses were not being kept for amusement but for work.

I may also note that I am saving myself a considerable amount of tax by not smoking. I don't think that implies anything one way or another about my honesty.
