Are you new?

It was probably a combination of a book store and a circulating Library ,Line.

A place where one could buy books( and other items besides) and also borrow current titles .

Clarke's library in Mertyton is one such circulating library.

Here is a picture of William's Circulating Library, Cheltenham,

and this picture gives you some idea of the interior of such a place. This was Hall's Library in Margate.
