Elizabeth Bennet had been obliged, by the scarcity of gentlemen, to sit down for two dances

I am in no humour at present to give consequence to young ladies who are slighted by other men.

Elizabeth really was not slighted by other gentlemen, there just weren't enough of them to go around. Which makes Darcy remarks seem even crueler. It also is another social slap at the Meryton company, to have this man come to the dance and not perform when many ladies are "being slighted by other men."
