Are you new?

Out of curiousity, what tax rate was meant to apply if you honestly kept the same horses for both jobs for non-tax reasons?

Even without the tax, keeping two sets of horses (one set for working on the farm, and one set for pulling carriages) would be more expensive than just keeping one set. So it strikes me that there are non-tax reasons for keeping only one set of horses. Presumably the Regency goverment was aware of this issue, I wonder what their rule was for a situation like Mr Bennet's?
