In the introduction of my(translated) edition of P&P it's also specified that the line you mention should have been said by Kitty, but I don't think it would make much sense, as you point out. I agree that "When is you next ball to be, Lizzy" is mr Bennet's question, not Kitty's, also because I guess Kitty would have known about a next ball much better that her elder sister! : )
