Mrs. Bennet seems to do that throughout the book, but I think you have chosen a good example. It seems that despite liking Charlotte Lucas as a friend, she is trying to keep Bingley from admriring her, fearing that he may like Charlotte better than any of her daughters. Mrs.Bennet can criticize and compliment someone in the same sentence, yes.
