"A Special License!"

When Mrs Bennet hears that Elizabeth is marrying Darcy, she exclaims, "A special license! You must and shall be married by a special license!"

What is that? My only guess is that if a person wanted a double wedding, they had to get a special license but that doesn't make a lot of sense.

Can someone help me out, please?
