Are you new?

In chapter 49 Mr Bennet recieves an express from Mr Gardiner. Mrs Hill tells Jane and Lizzy and says: "He has been here this half-hour, and master has had a letter." Mr Gardiner writes: "I shall send this by express, that no time may be lost in bringing me your answer."

As I understand it an express was delivered by a messenger. Would he wait for an answer? Who paid for the express? Letters were payed by the recipient, wouldn´t an express be more expensive?
