] instead of teasing and baitng her, why doesn't he try and improve her a little. If she was less unstable, he might also hear less about her nerves!

It is possible that Mr Bennet did try to improve his wife in the earlier years of their marriage. Perhaps he encouraged her to read so they could discuss books, or perhaps his teasing started out more gently -- more like flirting, for example.

By the time we meet them, they have been married more than 20 years. He has most likely given up on improving his wife.

I do agre that baiting her is not proper behaviour, but he could, instead, yell at her or completely ignore her, which wouldn't be an improvement either.
