Does Darcy ever metnion it to Lizzie?

He certainly didn't when he proposed( which might or might not have been the opportune time;-))

The fact that he felt free enough to propose indicates to me that this was a wish indulged in by Lady C and her little immediate circle.A man as honourable as Darcy would not enter into an engagment with Lizzie( or at least attempt so to do)if he were openly engaged to another person.

I am not sure Darcy knew of this arrangment.
