I think this is a comment on Lady Catherine's less-than-wonderful manners. It's a little too clear that when she has "more desirable" visitors (like her two nephews), she is definitely less interested in her usual guests. A real lady would not let it show so clearly.

As for not being able to get anybody else, I wonder if this is a comment on the fact that only the Collinses let themselves be ordered around like this, and her other neighbours don't (perhaps because they are not so dependent on Lady C.)?
