What right did Lady C have anyway, to manage the concerns of the neighbourhood. As, JA says, she was not a local magistrate. And Mr. Collins seems to encourage her, by complaining about the people to her, and compliying with her!

I agree with you about her scolding them into silence. In addition, she also suggests 'solutions' to their problems by ordering them to manage their resources better(more shelves in the closet), and not be extravagant(unnecassarily large joints of meat). ;)
