Vania. Lizzy does not laugh at Anne de Bourgh. Moreover, IMO, the sentence means that Anne looks sickly, not that she is sick at that time.

At this point, Lizzy dislikes Darcy for his arrogance and resentful temper- she feels that the cross-looking Anne would suit his temper very well.

As for her remark on Caroline Bingley, IMHO, she was actually feeling something like pity for her!
