)Was this a common arrangement, or is JA just hinting that the family is not very well off?

Both really. It was pretty common practice for horses that worked the land to also be used for the carriage that a household such as the Bennet's. They were well off enough to have their own carriage but couldn't really afford to maintain animals solely for that purpose.

Bingley and Darcy both would have had stables just for horses for the carriages and riding purposes.
