I think that Charlotte made this remark to Lizzy because she was aware of the special attention that Mr. Darcy had paid to Elizabeth at the Netherfield Ball. She knew that Mr. Darcy would eventually visit the parsonage - good manners dictated it; but as to his visiting so soon upon arrival at Rosings, she had only Lizzy's presence in her home to credit that event. (And, she was correct, IMHO)

I don't for a second believe that Charlotte somehow got in touch with Mr. Darcy and informed him of Elizabth's upcoming visit. She would have no reason to have acted in such a manner, and as stated below, it would have been incredibly presumptuous.
