I think Charlotte was just teasing Lizzie-she knows how much Lizzie dislikes him at this point. Also,Charlotte is right-Darcy would've not been so quick to call on the Collins had they not had such interesting company:)

Charlotte may want Lizzie to marry well but given the fact that she's pretty familar with Lady C's temperment by now(and can guess how she would react in certain situations),I don't think she would actively promote a romance between Lizzie & Darcy.
