He is getting close to asking her to dance, but not explicitly. If she took it as a definite invitation, he could withdraw and indicate that it wasn't anything of the sort.
So, my two penn'orth: he's torn between fancying her considerably and wishing that he didn't, so he issues this almost-invitation, representing his indecision -- he probably doesn't quite know whether he wants her to accept or not.
She doesn't see any of this, but believes that he dislikes her and is setting a trap: if she said, `Yes,' and indicated that she would like to dance, he could say that it wasn't an invitation and sneer at her.
